Summary The Development Services Division of the Community and Economic Development Department is actively recruiting for one (1) regular, full-time Program Technician.
This position is represented by the City of Bend Employee Association (COBEA) and is FLSA non-exempt (overtime eligible).
This recruitment will be used to determine an eligibility list for potential future Program Technician positions in the Development Services Division.
The eligibility list will be used for no more than six (6) months (April 4, 2024 - October 4, 2024).
The eligibility list may be canceled at any time at the discretion of the City.
The Development Services Division is responsible for programs that support development in the City of Bend.
This position will calculate, apply, and monitor applicable development related charges and act as a liaison between the City’s development community and the City services needed to conduct work according to City code, standards and specifications, and statutes.
This position reports to the Development Services Manager.

Position Overview Provides routine to moderately complex support to implement technical (mechanical, information technology, mathematical, or scientific) procedures and practices.
Distinguishing Characteristics Distinguish from Sr.
Program Technician: Involved in less complex work and operates with less independence.
Distinguish from Program Coordinator: More analytical, requires less experience, a lower level of decision making and independence.
Complexity of Work Complexity: Work is either routine or basic, or varied within a subject matter but with limited standardized situations requiring judgment.
Many situations are resolved using standard procedures and established guidelines.
Requires knowledge of procedures and the ability to evaluate and select the correct solution from limited potential alternatives.
Expertise may be developed regarding tasks specific to the work area or team.
Degree of Independence: Sets priorities and organizes work within general guidelines; follows standard practices and makes some deviations from standard practices with minimal supervision; outcomes are monitored.
Decision Making Authority: Regular exercise of independent judgment within accepted practices and in accordance with established policies and procedures.
Makes recommendations that affect policies, procedures, and practices.
Refers decisions involving exceptions to accepted practices to supervisor.
Functions, Duties and Responsibilities Coordinates with other divisions providing data and assistance as needed for successful completion of work and projects.

Duties and Responsibilities The individual in this position is expected to engage in the following work-related activities.
Performs a variety of technical-related tasks and research in support of programs which may include, field work and office work such as preparing technical reports, research and analysis of program procedures and standards, maintaining technical information systems, and providing compliance related information internally and externally.
Maintains regular contact with others outside of own workgroup such as visitors, vendors and/or other employees.
Primary purpose of contact is to explain, clarify, or interpret detailed and somewhat complex or sensitive information; contacts are non-routine and require discretion and thoughtful communication efforts.
Performs administrative tasks in support of technical program or functions.
Complies with safety requirements of the position and actively promotes safe work practices.
In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
Other related duties as assigned.
Supervisory Responsibility This position is a non-management position and does not encompass supervisory responsibility.

Analyze and interpret documents as well as complex reports supported by statistical data and other documentation.
Manage a high volume of tasks at one time, including organizing and prioritizing own work.
Work independently with minimum direction while also working as part of a team and collaborating with others.
Demonstrate a high attention to detail.
Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as cooperating common office equipment.
Education, Experience, Certifications and/or Licenses The following are the minimum qualifications for this position.
High School Diploma or General Equivalent Diploma (GED) or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
1-year experience in a similar position and/or performing similar tasks.
